Seychelles or Zanzibar?
Zanzibar can be combined with a safari in Tanzania and has a real old town in Stone Town; Seychelles offer neither, but they do offer reliable swimming. The practical difference that matters most is the tide: on Zanzibar's east coast the sea withdraws hundreds of metres at low water, while in Seychelles you can swim all day.

When Zanzibar is the better choice
Zanzibar is clearly the better choice if a safari is meant to be part of it. Serengeti or Ngorongoro followed by a week on the Indian Ocean is one of the strongest trips there is, and Seychelles have nothing to set against it — there are no big animals here. Culturally Zanzibar also runs deeper: Stone Town is a UNESCO site, the spice history is real and walkable, and prices sit well below Seychelles levels.
When Seychelles are the better choice
If swimming is the point, take the tide seriously. On Zanzibar's east coast, where most hotels are, the reef dries out at low water and the sea is out of reach for hours; you plan the day around the tide table, and for part of the year seaweed from the algae farms is added to it. In Seychelles the tidal range is small, and the question is not when but only which beach. Add the direct flight and — not a small thing with young children — the shorter list of health preparations.

With a safari in the plan: Zanzibar, without hesitation. Without one, and with children or little time: Seychelles, because there you do not wait for the tide.
